The City of Vancouver has received an application to rezone 6 West 17th Avenue (Turner Dairy) from RS-7 (One-Family Dwelling) District to a CD-1 (Comprehensive Development) District under the City's Heritage Policies and Guidelines, including the Heritage Action Plan. The proposal is for the adaptive reuse of the existing 3-storey building, including:

• heritage restoration and designation;
• a total of 13 market residential units;
• a total floor area of 2,011 sq. m. (21,644 sq. ft.);
• a floor space ratio (FSR) of 1.82;
• a building height of 10.6 m (35 ft.);
• 20 vehicle parking spaces; and
• 18 bicycle spaces.

With only 13 units, the new building won't be much bigger than the current one.

I think it's more about preserving the heritage building and keeping the project exclusive.

It's the heritage building or a recreation of it.
The wooden window frames make them look smaller than the metal frames shown on Roundabout's pic below.
Maybe they'll add shutters and it'll make them look bigger.
