The Exchange tower's proximity to the Jameson (a residential tower across the alley) caused an uproar from the owners there. So, the shape and exact placement of the tower was influenced by the need to mitigate the loss of privacy to the Jameson residents. The substantial fins help.

Another way to illustrate the design solution to the Jameson tower residents privacy concerns can be seen when you look straight up in the alley between the two towers. In the first pic below the Jameson is in the upper left. You can see the way that corner of the exchange has been angled off so it doesn't look straight at the Jameson and there's a little more distance.

With the substantial fins in place there might be very little visibility from the offices into the closest residential units of the Jameson. In the second pic below you can see how the fins block the view from an angle. The fins also probably help reduce the amount of direct sun coming into the offices on the east, south and west sides.
