A multi-tower development proposed by Rize Alliance received development approvals from Surrey City Council last week. Now set to rise at the corner of Whalley Boulevard and 101 Avenue, The Passages obtained amendments to the Official Community Plan and City Centre Plan, as well as a rezoning that allows the plan to proceed.

The site at 10138 Whalley Boulevard will see significant intensification, transforming it from a residential property occupied by two four-storey buildings to a mixed-use community of five towers. Three residential buildings of 39, 32 and 23 storeys are included in the proposal, alongside a pair of 13-storey rental buildings and a single six-storey apartment building.

Rize Alliance will replace the existing 154 rental units and provide an additional 18 within the project. A total of 954 market condominiums are also proposed, with approximately 18,000 square feet of commercial space and a purpose-built daycare taking over the lower levels.

The Passages sets aside nearly 70,000 square feet of open space in its site plan, anchored by a central piazza. An extensive array of indoor amenities are mainly housed behind the piers at the base of the three towers. A further offering of outdoor amenities includes a 38th floor sky bar.

The design by Alison Brooks Architects and IBI Group references the dense vertical forests of British Columbia. A facade reminiscent of tree bark or shingles is composed of full-storey aluminum panels. Dark tones of grey, green and blue grace the towers of differing heights, while the low-rise components are clad in neutral tones of masonry to relate to the site's geology and earth.
