The City of Vancouver Council reviewed four rezoning proposals at this week's public hearing including a seniors’ housing building, two purpose-built rental apartment buildings, and a strata housing building. Originally on the agenda for January 15th Public Hearing, the decision on two of the four projects was postponed to January 17th.

First rezoning to be approved is a replacement building at 2230 Harrison Drive designed by DYS Architecture on behalf of the Finnish Canadian Rest Home Association (FCRHA). The site is currently occupied by a three-storey vacant apartment building owned by the FCRHA. The replacement six-storey building will include 72 seniors affordable apartments, including two studios, 56 one- and 14 two-bedroom units. There will be 22 car and 93 bicycle parking spaces. Amenities will include a rooftop patio and a sauna.

Next on the agenda was a rezoning application for a purpose-built rental building at 3532 East Hastings Street designed by Gair Williamson Architects on behalf of 1077750 B.C. Ltd. The proposal is for a six-storey mixed-use building with commercial space on the ground floor and 34 affordable rental apartments. The apartment mix consists of 22 studio, 1 2-bedroom loft, 1 3-bedroom loft, 4 two, 2 two-bedroom + Den, and 4 three-bedroom units. The building will contain an indoor amenity space on the ground floor and a rooftop deck with a children’s play area on the 6th floor. There will be 24 car and 42 bike parking spaces.

The Council reconvened on January 17th with two projects for approval. The first on the agenda was another rental building at 3435 East Hastings Street designed by Gair Williamson Architects on behalf of 1077750 B.C. Ltd. The six-storey mixed-use building will contain commercial space on the ground level and 45 residential units consisting of 13 studio, 16 one-, 10 two-, and 6 three-bedroom units. All apartments will have balconies or patios with the exception of eight studios. Common areas will include an indoor space as well a patio with children's’ play area. The will be 45 storage lockers as well as 27 car and 62 bike parking spaces.

The last (and most contentious) was the rezoning application for a strata building at 2542-2570 Garden Drive & 2309-2369 East 10th Avenue designed by Rositch Hemphill Architects on behalf of Bucci Garden Homes Limited. This proposal faced a lot of opposition from the local residents who cite the usual concerns of it being too tall and having the potential to increase local traffic. The six-storey building will contain 68 units consisting of one studio unit, 39 one-, 9 two- and 19 three-bedroom units. There will 73 car and 85 bicycle parking spaces over two underground levels. Residents will have access to an indoor amenity room on the ground floor as well as landscaped outdoor amenity space with urban agriculture plots and a children's' play area. After a lengthy Public Hearing which ended after 10:30 pm, the Council has referred discussion and decision on this application to the Regular Council meeting on January 29, as Unfinished Business.
