A city council vote has cemented the fate of 813-823 Carnarvon Street in Downtown New Westminster, which will soon be an active construction site for a 32-storey tower. Stage New Westminster by local developer Domus Homes will provide 190 market condominiums and another 50 non-market units in an accessory eight-storey building on the property.

The affordable housing component of the GBL Architects-designed project will be operated by Performing Arts Lodges, a non-profit organization "whose mission is to provide veterans of the performing arts industry with affordable housing," reads the project description in the council meeting agenda. The City will require covenants to guarantee the units are not stratified, remain rental, and identify how rent would be calculated.

In adherence with New Westminster's Family Friendly Housing Policy, the market unit breakdown produces 119 one-bedroom units, 54 two-bedroom units, 12 three-bedroom units, and ten three-bedroom townhouses. A single studio will be included in the 50-unit non-market element, while the rest are planned as one-bedroom configurations.

The project will also contain 6,100 square feet of retail and restaurant space spilling out onto a public plaza at the southwest corner.
