A rezoning application has been submitted to the City of Vancouver by IBI Group to rezone 1619-1651 East Broadway from RM-4N (Multiple Dwelling) District to CD-1 (Comprehensive Development). The proposed building will be ten storeys and contain a total of 93 residential units, with 47 secured market rental units and 46 market strata units, and over 5,000 square feet of commercial space at the ground level. The proposed rezoning is in accordance with the Grandview-Woodland Community Plan. Currently, half the site is vacant, and the other half is occupied by a two-storey rental building.

Floors two through five will have rental units, while strata units will be on floors six through ten. Both rental and strata floors will offer a mix of studio, one-, two- and three-bedroom units. The south elevation facing East Broadway will have enclosed balconies to help reduce the noise from the busy thoroughfare, and improve the building's energy efficiency.

The building will include two levels of underground parking, including 75 car parking spaces,  and 117 bicycle parking spaces. The building is also very well served by public transit with two SkyTrain and three bus lines within 100 meters and it scores a 94-point walk score.

The application was filed on May 4th of this year, and the City and developer hosted an open house on September 7th, where City staff and the applicant team were available to answer questions and attendees could browse presentation boards and a scale model of the development.
